AB 276 – CONFORMITY TO CARES ACT: RETIREMENT PLAN LOANS
AB 276 conforms the California Personal Income Tax Law to the provision of the CARES Act that removes penalties and improves access for those needing to take a loan from their employer-sponsored defined contribution program. The California Personal Income Tax Code does conform to the CARES Act with respect to the automatic suspension of the 10% penalty for an early distribution from a retirement plan, but does not automatically conform to the parallel penalty relief for loans from qualified plans. During the current Pandemic many Californians, faced with unemployment and economic hardship, are taking such loans from the qualified employer retirement accounts. This legislation will minimize the chances of an individual inadvertently being subject to a California tax penalty because they were under the mistaken assumption that California law and Federal law were the same regarding loans from a qualified plan.

AB – 1979 INCREASING HOUSING OPTIONS IN THE EXTENDED FOSTER YOUTH PROGRAM
AB 1979 increases the housing options available for foster youth in the Extended Foster Youth Program.

AB 2323 – (Friedman and Chiu) MODERNIZING CEQA REVIEW FOR HOUSING PROJECTS
AB 2323 is intended to help address California’s housing and climate crises by ensuring that California Environmental Quality Act (CEQA) streamlining for housing projects works as intended, and that wellplanned housing near transit and jobs is not delayed unnecessarily.

AB 2371 – CLIMATE CHANGE: SCIENCE ADVISORY TEAM
AB 2371 directs the Office of Planning and Research (OPR) to convene a science advisory team to provide expert advice on the state’s climate adaptation efforts. The team, housed within the Integrated Climate Adaptation and Resiliency Program (ICARP), will recommend improvements to the Safeguarding California Plan and provide input to help coordinate adaptation efforts across state agencies. They will also work with OPR to produce a list of high priority projects to advance the state’s climate resilience, comment on the guidelines for state-funded projects, and help select evidence-based accountability metrics for state-funded climate adaptation projects.

AB 3074 – EMBER-RESISTANT ZONES
AB 3074 will protect Californians living in high fire hazard areas by modernizing defensible space protections through the creation of a third defensible space zone called an ember-resistant zone. This zone will be within the first five feet of a structure and will exclude vegetation or other fuel based on the probability that it will lead to ignition of the structure by embers.

AB 3164 – WILDLAND-URBAN INTERFACE WILDFIRE RISK MODEL
AB 3164 develops a wildland-urban interface wildfire risk model (model) to empower local communities to know and reduce their wildfire risk.

AB 3279 – CEQA LITIGATION
AB 3279 addresses common delays in litigation over CEQA actions to promote swifter and more efficient resolution of lawsuits regarding all projects.

AB 3352 – BUILDING CODE ENFORCEMENT
Housing and building codes are intended to ensure that residents are safe in their dwellings. Enforcement of these codes is especially crucial in the context of multi-family rental dwellings, where tenants have limited ability to correct health and safety problems. AB 3352 prohibits local code inspection agencies in California from placing restrictions or preconditions before responding to habitability complaints.
